Erasmus+ Grant and Quota Allocation Method
In the allocation of available project grants and mobility quotas for Erasmus+ mobility programs, factors such as mobility type, project structure, past application and implementation data, and available grant capacity during the relevant announcement period are taken into consideration. The methodology applied aims to ensure that resources are allocated in a measurable, traceable, and needs-aligned manner.
Different distribution methods are applied depending on the type of mobility.
There is no single quota allocation method applied in Erasmus+ mobility programs. While allocation in KA131 long-term student mobility is based on past unit data; in KA171 student and staff mobility, the project, country/region, and relevant project grant are taken into account; and in KA131 staff mobility, the overall university ranking is considered.
Method of Distributing Learning and Internship Quotas
In KA131 long-term study and traineeship mobility programs, a data-driven approach is applied to distribute the total available grant and mobility capacity to the units, based on past performance.
Corporate decision
In determining unit-based quotas in announcements regarding long-term Erasmus+ Student Mobility programs; past application numbers, previous mobility activities, and the number of students who passed the foreign language exam. is taken as the basis.
In placement procedures, however, there are past periods Number of valid applications and actual mobility numbers These factors are considered together; quota allocation is carried out based on averages obtained from the units' past application shares and actual application levels.
Past Applications
The actual demand that units have generated in the past for Erasmus+ study or traineeship mobility is evaluated.
Valid Applications
The number of valid applications that meet the application criteria and are therefore considered is taken into account, in addition to the total number of applications.
Mobilities that occurred
The extent to which the resources previously allocated to the unit have actually translated into mobility is included in the evaluation.
Foreign Language Proficiency
The number of students who demonstrate foreign language proficiency during the relevant application period is also taken into account in determining the unit's potential mobility capacity.
How are quota allocations made?
The method does not foresee the establishment of a fixed quota based solely on the number of students in the unit or the number of applications in a single term.
Collecting Historical Data
Applications from previous periods, valid applications, foreign language proficiency, and actual mobility data are evaluated together.
Calculation of Unit Shares
Each unit is evaluated in terms of its share of the total in terms of past demand and realization levels for the relevant type of mobility.
Average Distribution Indicator
By evaluating the ratios obtained from current application and implementation data together, a distribution indicator representing the unit's past performance is created.
Quota Allocation
The total available capacity during the advertising period is allocated among the units according to the calculated unit allocation indicators.
Student number alone is not a quota criterion.
The unit-based data in the working table shows that quotas are not distributed solely according to the total number of students in the units. The main point is related to Erasmus+ mobility. real and valid demand and previous mobility performance It is a joint assessment.
Distribution of Unit-Based Quotas to Departments/Programs
The total quotas determined for faculties, colleges, institutes, or other academic units are distributed to the departments and programs within the relevant unit in the second stage. In this distribution, a dynamic evaluation method based on past period data is applied instead of a fixed or equal sharing method.
Unit quotas are re-evaluated at the department/program level.
In distributing the quota allocated to an academic unit among the departments and programs within that unit; The data includes the total number of applications from previous periods, the number of valid applications, the number of students who met the foreign language proficiency requirement or were successful in the relevant evaluation process, mobility activities carried out in previous periods, and the actual utilization status of allocated quotas. They are considered together.
Thus, the total quota determined on a unit basis is distributed among departments/programs not solely based on the number of students or on the principle of equal sharing, but in accordance with the actual Erasmus+ demand, success rate, and mobility capacity from previous periods.
Application Volume
The total number of applications submitted by the department or program in previous periods for the relevant mobility type will be evaluated.
Valid Applications
The number of candidates who meet the application requirements and are considered, as well as the proportion of valid applications within the relevant department, are taken into account.
Success and Competence
The number of students who demonstrate foreign language proficiency or who are successful in the evaluation process during the relevant application period is taken into account in determining the potential mobility capacity at the department/program level.
Actual Mobility
The extent to which quotas allocated to departments or programs in previous periods are actually converted into mobility is included in the quota planning for the next period.
Student Placement from University Quotas
In KA131 long-term student mobility programs, quota allocation is carried out gradually, starting from the university total and progressing to unit and department/program levels.
University → Academic Unit
The total available quota is distributed to faculties, colleges, institutes, and other academic units based on their past application, current application, success, and mobility data.
Academic Unit → Department/Program
The total quota allocated to a unit is distributed taking into account the past demand, valid applications, success rates, and actual enrollment levels of the departments/programs within the unit.
Department/Program → Candidate
Candidates are ranked and placed within the quota determined for the relevant department or program according to their Erasmus+ evaluation scores and other evaluation criteria announced in the relevant announcement.
The unit quota is not divided equally among departments/programs.
The demand for Erasmus+ mobility can vary among departments and programs within the same academic unit. Some departments may receive a high number of valid applications, while others may receive no applications at all during the relevant period.
Therefore, instead of dividing the quota allocated to the unit by the number of departments or programs and giving equal quotas; the actual and valid application shares, success rate, and past mobility performance of the departments/programs within the unit is taken into consideration.
Quota Transfer Mechanism
It is essential that the allocated quotas are converted into mobility as much as possible and that the existing Erasmus+ grant is used effectively.
Usage in Section/Program
Firstly, the quota allocated to a relevant department or program is used within that department/program only if a sufficient number of suitable and successful candidates are found.
Transfer within the same unit.
If the quota for a department or program cannot be fully utilized, the unused quota may be transferred to other departments/programs within the same academic unit where there is sufficient and appropriate demand.
Transfer to Another Academic Unit
If the quota cannot be used within the relevant academic unit, the unused quota may be transferred to another academic unit, taking into account the demand and availability throughout the University.
It is essential that unused quotas are not left idle.
If a quota allocated to a department or program cannot be used due to a lack of applications, insufficient number of valid candidates, candidates failing to meet the necessary eligibility or qualification requirements, inability to make placements, or other reasons, the allocated quota will not be left unused.
Unused quotas may be transferred primarily to other departments/programs within the same academic unit where there is suitable and sufficient demand. If it is not possible to use them even within the same academic unit; Application volume across the university, number of eligible candidates, ranking, past mobility experiences, and available grant opportunities. Considering this, they may be referred to other academic units.
The main purpose of distribution
This method aims to distribute the quotas allocated to units at the department/program level in line with actual demand, success, and past mobility performance; to redirect unused quotas to departments or units where they are needed; and to utilize the existing Erasmus+ grant in the most effective way possible.
Placement of Reserve Candidates and Use of Vacant Quotas
In Erasmus+ mobility programs, vacancies and grant opportunities arising from the withdrawal of selected candidates, failure to utilize their mobility rights, failure to complete necessary procedures within the specified time frame, or the inability to carry out the mobility for other reasons, may be re-evaluated taking into account the project's budget, available grant status, mobility type, announcement regulations, and the candidates' rankings.
Reserve candidate status does not automatically entitle one to a grant or mobility.
The inclusion of alternate candidates in the mobility program depends on the availability of sufficient budget in the relevant Erasmus+ project, the availability of vacant or subsequently available quota and grant capacity, inter-institutional agreements and eligibility conditions, and the placement method determined during the relevant announcement period.
Therefore, being on the waiting list alone does not guarantee mobility or grant entitlement. Waiting list placements are made when available resources become available and within the framework of the relevant announcement provisions.
Reserve Placement in Learning Mobility
In the reserve placement process for learning mobility, it is essential to maintain the unit and department/program-based quota distribution structure as much as possible.
Determining the Vacant Quota
If the primary candidate withdraws, cancels the mobility program, subsequently loses eligibility, or the mobility program cannot be realized, the relevant quota and any available grant capacity corresponding to that quota will be re-evaluated.
Priority is given to the relevant Unit and Department/Program.
When filling vacant positions, priority will be given to candidates from the academic unit where the resignation or vacancy occurred, and if possible, suitable reserve candidates within the same department/program will be considered.
Thus, the initial aim is for the quota allocated to the data-driven methodology unit and department/program to be used primarily within the same academic structure.
Transfer of Quotas to Other Departments or Units
If there are no suitable reserve candidates in the relevant department/program, the quota may be transferred primarily to other departments/programs within the same academic unit; and if it is not possible to use it there either, it may be transferred to other academic units throughout the University.
Transfer assessment in learning mobility
In case of alternative placements to another department/program or academic unit; during the relevant project period Available budget and grant status, number of vacant places, whether there are valid reserve candidates, candidates' Erasmus+ success rankings, application volume of departments/programs and units, past mobility experiences and the utilization status of available places. They are evaluated together.
Where it is necessary to transfer a candidate to a department or academic unit other than the one being waived, measurable reasons such as preventing the waste of available resources, meeting a higher valid demand, and ensuring the effective use of the Erasmus+ project budget are taken into account. Candidate placement is carried out based on merit within the relevant scope.
Reserve Placement in Internship Mobility
The reserve placement method to be applied in internship mobility is carried out according to the quota and placement model specified in the relevant application announcement.
In case of unit-based quota application
If the relevant announcement specifies a unit or department/program-based quota for internship mobility, priority will be given to suitable reserve candidates from the relevant unit or department/program when filling vacant quotas.
If no suitable substitute candidate is found, the unused quota may be transferred to other departments/programs or academic units, taking into account valid demand, ranking, and available grant status.
If a university-wide ranking system is applied
If the internship quota is specified for the entire University in the relevant announcement, placement for vacant quotas will be made from among the eligible candidates created within the scope of the announcement. University overall ranking It is done based on the principle.
In this case, the next alternate candidate who meets the eligibility criteria may be invited to participate in the mobility program, subject to the available project budget and grant capacity.
The relevant announcement provisions are decisive in internship mobility.
Since the nature of internship mobility, the available grant for the relevant project period, the quota structure determined within the scope of the announcement, and the application method may vary between periods; it is important to determine whether the reserve placement will be carried out on a unit basis or according to the overall university ranking. ilgili başvuru ilanında ayrıca belirtilir.

|---|---|---|---|---|
| 2022-2023 | Education | 656 | 342 | %52,1 |
| 2022-2023 | Internship | 504 | 293 | %58,1 |
| 2023-2024 | Education | 468 | 184 | %39,3 |
| 2023-2024 | Internship | 414 | 179 | %43,2 |

Overall Assessment
Dağıtım yöntemi talep ve gerçekleşme odaklıdır
İncelenen geçmiş dönem verileri, KA131 uzun dönem öğrenci hareketliliklerinde kontenjanların dönemler arasında önemli ölçüde değişebildiğini ve birimlerin Erasmus+ hareketlilik taleplerinin birbirinden farklı olduğunu göstermektedir.
Bu nedenle birimlere sabit veya yalnızca öğrenci sayılarına dayalı kontenjan verilmesi yerine; geçmiş geçerli başvuru, gerçekleşen hareketlilik ve yeterlilik verilerinin birlikte değerlendirilmesine dayalı dinamik dağıtım yöntemi kullanılmaktadır.
Bu yaklaşım, kullanılabilir Erasmus+ hibesinin gerçek talep ve geçmiş uygulama kapasitesiyle ilişkilendirilmesini; kontenjanların her ilan döneminde güncel veriler doğrultusunda yeniden değerlendirilmesini sağlamaktadır.
