Inclusion and Diversity in Erasmus+

Inclusion and diversity are key program priorities aimed at facilitating access to Erasmus+ opportunities for people from diverse backgrounds, characteristics, and needs, and reducing barriers to participation.

Within the scope of Erasmus+ participants with limited resources;This refers to a person who, due to economic, social, cultural, geographical, educational, physical, mental, or health-related circumstances, experiences difficulties in accessing the program on an equal footing with other participants.

The inclusion approach is not limited solely to disability. Economic difficulties, the risk of social exclusion, family responsibilities, chronic illness, geographical distance, discrimination, barriers arising from the education system, and similar situations can also make participation in mobility difficult.

Financial support and reasonable arrangements that can be applied within the scope of the program will be evaluated according to the participant's specific needs, the type of mobility, the supporting documents submitted, and the relevant project rules.

Barriers to Participation

Circumstances that may limit opportunities

Each application is evaluated taking into account the participant's individual circumstances and the support they will need during the mobility process.

Disability

Access and participation difficulties resulting from physical, mental, sensory, or other disabilities.

Health-Related Barriers

Chronic illnesses, serious health problems, or conditions requiring regular medical attention.

Economic Barriers

Low income, need for social assistance, or financial conditions that make it difficult to cover mobility expenses.

Social Barriers

Family responsibilities, social exclusion, caregiving duties, or a limited support network.

Geographical Barriers

Difficulties arising from living in remote, rural areas or regions with limited transportation options.

Educational Barriers

Educational systems, learning disabilities, or participation disadvantages stemming from educational background.

Cultural Differences

Language, cultural adaptation, migration background, or difficulties arising from different cultural contexts.

Risk of Discrimination

The risk of discrimination, prejudice, or exclusion based on personal characteristics or identity.

European Accessible Mobility Platform

Inclusive Mobility

The Inclusive Mobility platform provides information on accessibility regulations of higher education institutions in Europe, the support they offer to students with disabilities or special needs, relevant departments, and institutional contact information.

The official website of Sivas Cumhuriyet University provides information on course and exam arrangements, physical accessibility, health and psychological support, accommodation, counseling, and other support services.

Student and Recent Graduate Mobility

Additional Grant Support for Participants with Limited Resources

Students who fall into one of the categories below and can prove their status with valid documentation, as well as recent graduates participating in eligible mobility programs, may apply for Additional Grant Support in addition to the standard Erasmus+ grant.

Additional fixed support in addition to the standard Erasmus+ grant.

This support is provided in a fixed amount according to the duration of the mobility program, with the aim of facilitating access to Erasmus+ mobility programs for students with limited economic or social resources.

Those covered by Law No. 2828

Participants who have had or currently have protection, care, or shelter orders under Law No. 2828.

Those covered under the Child Protection Law No. 5395

Students for whom protection, care, or shelter decisions have been made in the past or are currently being made.

Those receiving orphan or survivor's pensions

Students who have been granted orphan's allowance or survivor's allowance.

Relatives of martyrs or veterans, and veterans themselves.

Spouses and children of martyrs or veterans, and veterans themselves, within the scope of the relevant legislation.

Those who receive social support from public institutions

Students who can document that they, their family, or their guardian received support from a municipality, ministry, Social Assistance and Solidarity Foundation, General Directorate of Foundations, Turkish Red Crescent, or a similar public institution at the time of application.

Students with disabilities

Students who document their disability status with a report from an authorized health institution or a valid disability identification card.

Those who have a relative receiving disability or poverty allowance

Students whose parents or guardians receive disability or poverty allowance under Law No. 2022.

Those who received disaster relief aid from AFAD.

Students who, or a first-degree relative, have received disaster relief assistance from AFAD and can prove this with official documentation.

The additional support mentioned for short-term physical mobility is not provided for internship mobility.

Scholarships from the Credit and Dormitories Institution, merit-based scholarships, similar scholarships, and one-time grants are not accepted as social assistance documents within the scope of this financial support.

The AFAD disaster victim assistance category can be applied once under KA131 and KA171 for each project type. If a participant takes part in the mobility program, the same document cannot be used again in the same category for subsequent mobility programs to receive Additional Grant Support.

Supporting Documents

Documents that can be submitted for additional grant support.

The documents must clearly demonstrate a connection to the applicant or the family member specified in the relevant category, and must be current, official, and verifiable.

Law No. 2828 An official document issued by the Ministry of Family and Social Services or an authorized institution, or a verifiable e-Government document, showing the decision for protection, care, or shelter.
Law No. 5395 A court, ministry, or authorized institution document indicating the decision for protection, care, or shelter.
Orphan or death pension An up-to-date document obtained from SGK (Social Security Institution) or e-Government, showing the type of pension and the beneficiary.
Relative of a martyr or veteran / veteran A certificate of martyrdom, veteran status, or entitlement issued by the competent public institution; and, if necessary, a population registration record showing family ties.
Social support from a public institution A current support document issued by municipalities, ministries, Social Assistance and Solidarity Foundations, General Directorate of Foundations, Turkish Red Crescent, or the relevant institution.
Disability A disability health board report issued by an authorized health institution or a valid disability identity card.
Parent/guardian receiving disability or poverty allowance An official document showing the monthly payment under Law No. 2022, and a population registration certificate or guardianship document demonstrating the relationship between the applicant and the monthly payment recipient.
AFAD provides aid to disaster victims. An official document showing that the applicant or a first-degree relative has received disaster relief assistance from AFAD; if the applicant is not the recipient, a document proving the family relationship.
Student and Staff Mobility

Inclusion Support

Students and staff who, due to personal, physical, mental, or health-related circumstances, are unable to participate in Erasmus+ mobility without additional financial or other support, may apply for Inclusion Support for additional expenses directly related to their needs.

Support based on realized and documented eligible costs.

Inclusion Support is not a fixed payment. The requested expenses must be directly related to the participant's needs and the mobility activity; they must be explained in detail during the application process and proven with invoices or similar valid financial documents at the end of the activity.

Private Transportation

Essential transportation expenses that cannot be covered by accessible taxis, private transfers, or standard travel assistance.

Accessible Accommodation

Additional mandatory expenses arising from accessible accommodation tailored to the participant's needs.

Companion or Personal Assistance

Eligible expenses for accompanying person, personal assistant or care support necessary for participation in mobility.

Contact Support

Sign language interpreter, communication assistant, or accessible communication services.

Adapted Material

Braille, büyük punto, erişilebilir dijital materyal veya özel öğrenme araçlarına ilişkin ek giderler.

Tıbbi ve Sağlık Desteği

Hareketliliğe katılımın gerçekleştirilmesi için zorunlu ilave tıbbi destek veya sağlıkla ilgili hizmetler.

Özel Ekipman

Katılımcının erişimi için gerekli cihaz, ekipman, kiralama veya teknik uyarlama giderleri.

Hazırlık Ziyareti

İhtiyaçların ve erişilebilirlik koşullarının önceden değerlendirilmesi için gerekli, uygun bulunan ziyaretler.

Diğer Zorunlu Giderler

Katılımcının özel ihtiyacıyla ve hareketlilik faaliyetiyle doğrudan bağlantılı diğer kanıtlanabilir ilave giderler.

İçerme Desteği Talebi İçin Gerekli Bilgi ve Belgeler

Sunulacak belgeler, ihtiyacın niteliğine göre değişebilir. Başvuru sahibi, talep ettiği desteğin neden gerekli olduğunu ve maliyetlerin hareketlilikle bağlantısını açık biçimde göstermelidir.

Sağlık veya engellilik belgesi Talep engellilikle ilgiliyse engelliliğin türü ve derecesini gösteren sağlık kurulu raporu veya engelli kimlik kartı sunulmalıdır.
Güncel doktor raporu Sağlık raporunun talep tarihinde kural olarak üç aydan eski olmaması; kişinin ihtiyacını ve gerekli düzenlemeleri açıklaması beklenir.
Kronik hastalık raporu Talep kronik hastalığa dayanıyorsa teşhisi, ihtiyacı ve hareketlilik sırasında gerekli desteği açıklayan doktor raporu sunulmalıdır.
Ev sahibi kurum teyidi Gerektiğinde ev sahibi kurumun katılımcıyı kabul edebileceğini ve talep edilen erişilebilirlik veya destek düzenlemelerini sağlayabileceğini gösteren yazı sunulmalıdır.
Ayrıntılı maliyet dökümü Talep edilen her gider kalemi, tahmini tutar, hesaplama yöntemi, hizmet sağlayıcı teklifi ve neden gerekli olduğu ayrı ayrı belirtilmelidir.
Fiyat teklifi veya proforma Ulaşım, konaklama, refakatçi, tercüman, ekipman veya diğer hizmetlere ilişkin tahmini maliyeti gösteren belgeler eklenmelidir.
Diğer kanıtlayıcı belgeler Talebin niteliğine göre bakım ihtiyacını, refakatçi gereksinimini, erişilebilirlik koşullarını veya diğer özel durumları gösteren ek belgeler istenebilir.

İçerme Desteği talebi hareketlilik başlamadan önce ve değerlendirme sürecinin tamamlanmasına imkân verecek kadar erken yapılmalıdır. Katılımcının faaliyeti sona erdikten sonra geriye dönük İçerme Desteği tahsis edilemez.

Nihai destek, gerçekleşen uygun harcamalar üzerinden hesaplanır. Fatura, makbuz veya geçerli mali belgeyle kanıtlanmayan giderler ile onaylanan tutarı aşan harcamalar uygun kabul edilmez.

Katılımcı Süreci

İçerme Desteği Başvuru Aşamaları

İhtiyacın Erken Bildirilmesi

Katılımcı, özel gereksinimini ve talep edeceği desteği mümkün olan en erken aşamada ilgili KA131 veya KA171 İçerme ve Çeşitlilik Sorumlusuna bildirir.

Talep Formunun Hazırlanması

İçerme Desteği Talep Formunda ihtiyaç, talep edilen hizmetler, maliyet kalemleri ve destek olmadan hareketliliğin neden gerçekleştirilemeyeceği açıklanır.

Kanıtlayıcı Belgelerin Eklenmesi

Sağlık veya engellilik raporu, ev sahibi kurum teyidi, maliyet teklifleri ve talebin niteliğine göre gerekli diğer belgeler forma eklenir.

Değerlendirme ve Sonucun Bildirilmesi

Talep edilen giderlerin ihtiyaçla ve hareketlilikle doğrudan ilişkisi değerlendirilir. Onaylanan giderler ve uygulanacak mali kurallar katılımcıya bildirilir.

Harcamaların Belgelendirilmesi

Katılımcı, faaliyet kapsamında gerçekleştirdiği uygun harcamalara ait fatura, makbuz ve diğer mali belgeleri muhafaza eder ve istenen süre içinde teslim eder.

Destek Türü 1

İlave Hibe Desteği

Belirlenen ekonomik veya sosyal imkân kısıtlılığı kategorilerinden birine giren öğrenci ve uygun yeni mezunlara uzun dönem hareketlilikte aylık, kısa dönem hareketlilikte ise sabit ek tutar olarak sağlanan standart destektir.

Destek Türü 2

Inclusion Support

Öğrenci veya personelin kişisel, fiziksel, zihinsel ya da sağlıkla ilgili özel ihtiyacından kaynaklanan ve standart hibelerle karşılanamayan ilave giderlere yönelik, gerçek maliyet ve belge esaslı destektir.

Kişisel ve özel nitelikli verilerin korunması

Sağlık, engellilik ve sosyal durum belgeleri yalnızca destek talebinin değerlendirilmesi amacıyla, yetkili kişiler tarafından ve ilgili kişisel verilerin korunması mevzuatı çerçevesinde işlenir. Başvuru sahiplerinin kişisel bilgileri kamuya açık biçimde yayımlanmaz.
