Key Considerations

ATTENTION! IMPORTANT ANNOUNCEMENT!
The 2026 Contribution Agreement between Turkey and the European Commission has not yet been signed. Therefore, your application for Erasmus+ student mobility, whether you are selected for a mobility program with or without funding, does not constitute a vested right. Whether you will receive funding, and the amount of your funding, will be finalized once the agreement with the European Commission is signed and the subsequent funding allocation process for your university is completed. Your university or the Turkish National Agency cannot be held responsible for any financial or non-financial losses that may arise from delays or disruptions in these agreement processes.

Uploading all documents to the TURNAPortal system is mandatory. Participants who fail to upload their participation declaration to TURNAPortal by the specified date will lose their rights. Candidates who fail to upload their participation declaration/waiver form to TURNAPortal by the specified dates will be subject to sanctions in accordance with relevant legislation.

Mobility activities for the 2026 projects will begin after the signing of the 2026 Contribution Agreement between Türkiye and the European Commission. Estimated mobility start date: 14.09.2026

Mobility for candidates who applied for study mobility will take place in the Fall Semester of the 2026-2027 Academic Year. There will be no mobility in the Spring Semester.

If the contracted higher education institution refuses to accept or nominate a student at any stage for any reason, the candidate cannot claim any rights, and our Coordination Office cannot be held responsible for this situation. If the relevant commissions and boards determine that the situation is not due to the student, no point reduction will be applied in the next application.

A student can participate in mobility for a maximum of 12 months at a single academic level. Students who have previously participated in mobility must have at least 60 days of available time remaining. Students with less than 60 days remaining cannot participate in mobility.

Erasmus+ Student Traineeship Mobility is funded for a maximum of 6 months. However, the latest completion date for the mobility cannot be exceeded.

Graduating students can undertake mobility programs within one year of their graduation date. In this case, the latest date for completing the mobility program cannot be exceeded.

All candidates participating in the mobility program are required to open a UETS e-notification account and upload their UETS document to TURNAPortal before the mobility program. Participants who do not open a UETS account and upload the document to the system will not receive payment.

The invitation letter uploaded to the system must contain the information specified in the sample invitation letter. Invitation letters that do not comply with the standard (institution letterhead, student's personal and educational information, name, address, telephone number, website address, and email address of the inviting institution, name and position of the authorized person, whether they have signing authority, personal and contact information, wet signature, stamp and seal or verifiable electronic signature, detailed information about the activity, and other information specified in the sample invitation letter) will be considered invalid, and no prioritization points will be awarded.

In Erasmus+ applications, the foreign language proficiency test result uploaded to the TURNAPortal system by the participant within the application period, or the result of the Erasmus+ Foreign Language Exam taken by the International Relations Office, must comply with the language requirements specified in the Erasmus+ Inter-institutional Agreements signed between Sivas Cumhuriyet University and the institution where the mobility will take place for Student Learning and Staff Teaching Mobility, and the official language(s) of the relevant country. For Student Traineeship and Staff Training Mobility, the language declared during the application process must be one of the official languages of the country where the mobility will take place. If the language declared during the application process for Student Traineeship and Staff Training Mobility is not one of the official languages of the country where the mobility will take place, the participant cannot undertake the mobility to that country. In this case, the application for Student Learning and Staff Teaching Mobility will be considered invalid, and the invitation/acceptance letter submitted by the candidate for Student Traineeship and Staff Training Mobility must comply with the conditions mentioned above.

  • Students of the German Language and Literature Department,
    • If you wish to undertake mobility programs within institutions in Germany, your foreign language must be German.
    • If you wish to undertake mobility programs in institutions in other countries, your foreign language must be English.
  • Students from the Department of Translation and Interpreting and the Department of French Language and Literature,
    • If you want to undertake mobility programs in French institutions, your foreign language must be French.
    • If you wish to undertake mobility programs in institutions in other countries, your foreign language must be English.
  • Students of the English Language and Literature Department,
    • Applicants wishing to participate in a mobility program at Bayreuth University in Germany must possess a TOEFL certificate. For detailed information, please consult the institution's website.
    • If you wish to undertake mobility programs in institutions in other countries, your foreign language must be English.

Applications from students who do not meet the above-mentioned requirements will be considered invalid.

In accordance with the letter dated 22.02.2022 and numbered 12994 from the Presidency of the Council of Higher Education and the letter dated 06.10.2023 and numbered 81749 from the Presidency of the European Union Education and Youth Programs Center of the Ministry of Foreign Affairs of the Republic of Turkey (Turkish National Agency), it has been stipulated that the processes related to Erasmus+ Higher Education Student and Staff Mobility must be carried out through TURNAPortal (https://turnaportal.ua.gov.tr/). Therefore, it is mandatory to upload all documents requested before, during, and after the mobility (declaration of participation, waiver letter, acceptance letter/invitation letter, identity card, passport, learning agreement, certificate of participation, etc.) to the Portal.

ORIENTATION MEETING AND ADAPTATION TRAINING
Students who are selected to participate in mobility programs after their application are required to attend the following meetings:

  • To provide information about the process and documents. orientation meetings
  • 2 months prior to mobility (total 8 hours) adaptation meetings
  • Every month during the mobility period online adaptation meetings

The results of appeals against the International Relations Office Foreign Language Exam results will be published later.

Those who declared their intention to participate in the International Relations Office Foreign Language Exam held on February 14, 2026 and February 27, 2026, but did not participate, will be reimbursed for the exam administration costs in accordance with the Regulation on Procedures and Principles Regarding the Collection of Public Losses, published in the Official Gazette dated October 19, 2006 and numbered 26324. 850.00 TThe fee will be assessed and sanctions will be applied in accordance with the relevant legislation. In this case, legal proceedings will be initiated to collect the fee from the applicant. Further announcements will be made later.

An information and orientation meeting regarding the process will be held after the participation/withdrawal period, and details will be announced later. Attendance at the meeting is mandatory for selected candidates; those who do not attend will be subject to sanctions in accordance with relevant legislation.

The Erasmus+ Selection Committee, consisting of three members appointed by the Rectorate of Sivas Cumhuriyet University on February 7, 2025, with letter number 526183, to evaluate the results of applications submitted to the 2026 KA131 Student Learning and Traineeship Mobility (EU Member States and Programme Associated Countries) announcement published on December 29, 2025, under the title “Erasmus+ Student Mobility Announcement (2026 KA131) [Announcement No: 2510]’, met on March 16, 2026, at 16:30 under the chairmanship of Prof. Dr. Süleyman DEĞİRMEN, Head of the International Relations Office and Erasmus+ Institutional Coordinator, and decided that the Student Mobility Evaluation Results listed in the attached list are acceptable.
