Sivas Cumhuriyet Üniversitesi Uluslararası İlişkiler Ofisi Erasmus+ Kurum Koordinatörlüğü Erasmus+ KA171 (Programla İlişkili Olmayan Üçüncü Ülkeler) Öğrenci Öğrenim ve Staj Hareketliliği ilanına çıkmış bulunmaktadır.
Başvurular T.C. Dışişleri Bakanlığı Avrupa Birliği Başkanlığı Avrupa Birliği Eğitim ve Gençlik Programları Merkezi Başkanlığı (Türkiye Ulusal Ajansı) tarafından işletilen TURNAPortal sistemi üzerinden Dijital Türkiye (e-Devlet) şifresi ile ÖNEMLİ TARİHLER başlığı altında belirtilen tarihler arasında https://turnaportal.ua.gov.tr adresi üzerinden alınacaktır.
The system user manual prepared by the Turkish National Agency is included as an annex to the relevant announcement. Applications that do not comply with the announcement text will be considered invalid. The system user manual is for informational purposes only and has no official validity. In case of any discrepancy between the announcement text and the system user manual or the statements made on the system screens, the PDF version of the announcement text shall prevail.

14.02.2026 ve 27.02.2026 tarihlerinde gerçekleştirilecek olan Uluslararası İlişkiler Ofisi Yabancı Dil Sınavına başvuru ve katılım ücretsizdir ancak aday sınavın herhangi bir aşamasına katılım sağlamadığı takdirde adaya, 19/10/2006 tarihli ve 26324 sayılı Resmî Gazete’de yayımlanan Kamu Zararlarının Tahsiline İlişkin Usul ve Esaslar Hakkında Yönetmelik çerçevesinde sınav uygulama maliyeti olarak 850,00 TL tahakkuk ettirilecek ve ilgili mevzuat uyarınca yaptırım uygulanacaktır. Bu durumda ücretin başvurandan tahsili için yasal süreç başlatılacaktır.
The invitation letter uploaded to the system must contain the information specified in the sample invitation letter. Invitation letters that do not comply with the standard (institution letterhead, student's personal and educational information, name, address, telephone number, website address, and email address of the inviting institution, name and position of the authorized person, whether they have signing authority, personal and contact information, wet signature, stamp and seal or verifiable electronic signature, detailed information about the activity, and other information specified in the sample invitation letter) will be considered invalid, and no prioritization points will be awarded.
- The GPA shown in the transcript documents uploaded to the system must match the declared GPA. Candidates are responsible for outdated transcripts, transcripts that contradict the terms stated in the announcement, and any discrepancies in GPA. If updating the YÖKSİS data is necessary, the candidate should contact the relevant department. Since the GPA data transferred from YÖKSİS to TURNAPortal is used as the basis, the uploaded transcript documents must be consistent with this data. If the YÖKSİS data is not up-to-date in TURNAPortal, it can be updated through the profile page. Documents that contradict this requirement will not be accepted.
- The foreign language score shown on the documents uploaded to the system must match the declared foreign language score. The applicant is responsible for any outdated documents, documents that contradict the terms stated in the announcement, or discrepancies in the score data. Documents that do not meet these requirements will not be accepted.
- Ağırlıklı genel not ortalaması oluşmamış olan Yüksek Lisans ve Doktora öğrencilerinin bir önceki öğrenim kademesindeki mezuniyet not ortalaması sistem tarafından otomatik olarak eklenecektir. Bu durumda olan öğrencilerin Transkript belgesi alanına bir önceki öğrenim kademesinin mezuniyet transkriptini yüklemeleri gerekmektedir (mezuniyet transkriptinde adayın mezun olduğu ibaresi ve mezuniyet not ortalamasının bulunması gerekmektedir). Transkript dosyasının taşıması gereken şartlar başvuru belgeleri kısmında belirtilmiştir.
- Ön lisans ve lisans öğrencilerinin ağırlıklı genel not ortalaması başvuru bitiş tarihine kadar oluşacağından bu durum ön lisans ve lisans öğrencileri için geçerli değildir.
- Hazırlık öğrencilerinin Genel Not Ortalaması bulunmadığından başvuru yapamazlar.
Herhangi bir geçerli yabancı dil puanı olmayan ve Üniversitemiz tarafından gerçekleştirilecek olan Erasmus+ Yabancı Dil Sınavına girmek isteyen adayların başvuru esnasında “Üniversite Yabancı Dil Sınavına Girmek İstiyorum.” seçeneğini işaretlemesi ve hangi yabancı dilden sınava gireceğini belirtmesi gerekmektedir. Yalnızca bir dilden sınava girilebilir. İlgili seçenekleri işaretlemeyen adaylar Erasmus+ Yabancı Dil Sınavına giremez.
Anlaşmalı yükseköğretim kurumunun öğrenciyi herhangi bir aşamada ve herhangi bir sebepten ötürü kabul etmemesi/aday gösterme işlemini reddetmesi durumunda aday herhangi bir hak iddia edemez, Koordinatörlüğümüz bu durumdan sorumlu tutulamaz. Durumun öğrenciden kaynaklı olmadığının ilgili komisyon ve kurullar tarafından tespit edilmesi hallerde bir sonraki başvuruda puan azaltma işlemi uygulanmaz.
Yurtdışı Türkler ve Akraba Topluluklar Başkanlığı tarafından Türkiye Bursları bursu (YTB Bursu) alan yabancı uyruklu öğrencilerin başvuru esnasında YTB bursiyeri beyan dilekçesini ibraz etmesi gerekmektedir. Başvuru sırasında ilgili dilekçeyi ibraz etmeyen öğrencilerin başvuruları geçersiz sayılacaktır.
İki hareketlilik türüne aynı anda başvuru yapıldığında sistem hangi başvuruya öncelik vermek istediğinizi soracaktır. Bu aşamada önceliklendirdiğiniz başvuruda puan azaltma işlemi uygulanmayacak, diğer başvurunun toplam puanından değerlendirme ölçütleri gereği 10 puan düşülecektir. Önceliklendirme sisteminin çalışmaması veya hatalı çalışması durumunda ilk başvuru önceliklendirilmiş sayılacak, diğer başvurudan 10 puan düşülecektir. Daha önce hareketlilikten faydalanmış bir öğrencinin hem öğrenim hem staj faaliyetine aynı zamanda başvurması durumunda, daha önce faydalandığı hareketlilik türünden 20 puan, başvurduğu ikinci hareketlilik türünden ise 10 puan eksiltme uygulanır. Hangi hareketlilik türüne hangi öğrenim kademesinin başvuru yapabileceği ilan metninde yer almaktadır. Başvuru yaparken bu hususa dikkat etmeyen adayların başvuruları geçersiz sayılacaktır.
In Erasmus+ applications, the foreign language proficiency test result uploaded to the TURNAPortal system by the participant within the application period, or the result of the Erasmus+ Foreign Language Exam taken by the International Relations Office, must comply with the language requirements specified in the Erasmus+ Inter-institutional Agreements signed between Sivas Cumhuriyet University and the institution where the mobility will take place for Student Learning and Staff Teaching Mobility, and the official language(s) of the relevant country. For Student Traineeship and Staff Training Mobility, the language declared during the application process must be one of the official languages of the country where the mobility will take place. If the language declared during the application process for Student Traineeship and Staff Training Mobility is not one of the official languages of the country where the mobility will take place, the participant cannot undertake the mobility to that country. In this case, the application for Student Learning and Staff Teaching Mobility will be considered invalid, and the invitation/acceptance letter submitted by the candidate for Student Traineeship and Staff Training Mobility must comply with the conditions mentioned above.
- Students of the German Language and Literature Department,
- If you wish to undertake mobility programs within institutions in Germany, your foreign language must be German.
- If you wish to undertake mobility programs in institutions in other countries, your foreign language must be English.
- Students from the Department of Translation and Interpreting and the Department of French Language and Literature,
- If you want to undertake mobility programs in French institutions, your foreign language must be French.
- If you wish to undertake mobility programs in institutions in other countries, your foreign language must be English.
- Students of the English Language and Literature Department,
- Applicants wishing to participate in a mobility program at Bayreuth University in Germany must possess a TOEFL certificate. For detailed information, please consult the institution's website.
- If you wish to undertake mobility programs in institutions in other countries, your foreign language must be English.
Applications from students who do not meet the above-mentioned requirements will be considered invalid.
In accordance with the letter dated 22.02.2022 and numbered 12994 from the Presidency of the Council of Higher Education and the letter dated 06.10.2023 and numbered 81749 from the Presidency of the European Union Education and Youth Programs Center of the Ministry of Foreign Affairs of the Republic of Turkey (Turkish National Agency), it has been stipulated that the processes related to Erasmus+ Higher Education Student and Staff Mobility must be carried out through TURNAPortal (https://turnaportal.ua.gov.tr/). Therefore, it is mandatory to upload all documents requested before, during, and after the mobility (declaration of participation, waiver letter, acceptance letter/invitation letter, identity card, passport, learning agreement, certificate of participation, etc.) to the Portal.
Yeşil seyahat desteği başvuru sırasında talep edilmeli ve ilgili kutucuklar işaretlenmelidir. Başvuru sırasında bu destekler talep edilmemiş ve ilgili belgeler yüklenmemişse daha sonra bu desteklere talep başvurusu yapılamaz, yapılsa dahi kabul edilmez.
İlave hibe ve içerme desteği başvuru sırasında talep edilmeli ve ilgili kutucuklar işaretlenmelidir. Başvuru sırasında bu destekler talep edilmemiş ve ilgili belgeler yüklenmemişse daha sonra bu desteklere talep başvurusu yapılamaz, yapılsa dahi kabul edilmez.
Faaliyetten önceki gün için bir gün ve faaliyetten sonraki gün için bir gün olmak üzere toplam iki gün olacak şekilde varsayılan olarak seyahat günü hibesi verilmektedir. İlgili mevzuat çerçevesinde seyahat günleri için hak ediş kurallarına uymayanların hibesinden kesinti yapılır.
ORIENTATION MEETING AND ADAPTATION TRAINING
Students who are selected to participate in mobility programs after their application are required to attend the following meetings:
- To provide information about the process and documents. orientation meetings
- 2 months prior to mobility (total 8 hours) adaptation meetings
- Every month during the mobility period online adaptation meetings
