Applications must be submitted through the TURNAPortal system, operated by the Presidency of European Union Education and Youth Programs Center of the Ministry of Foreign Affairs of the Republic of Turkey (Turkish National Agency), using a Digital Turkey (e-Government) password, between the dates specified under the heading IMPORTANT DATES. https://turnaportal.ua.gov.tr It will be obtained via this address.
The system user manual prepared by the Turkish National Agency is included as an annex to the relevant announcement. Applications that do not comply with the announcement text will be considered invalid. The system user manual is for informational purposes only and has no official validity. In case of any discrepancy between the announcement text and the system user manual or the statements made on the system screens, the PDF version of the announcement text shall prevail.

Application and participation in the Erasmus+ Foreign Language Exam, which will be held on February 22, 2025 and February 28, 2025, are free of charge. However, candidates who will not be taking the exam for any reason after applying must notify the relevant authorities of their non-participation by Wednesday, February 19, 2025 at 16:00. Erasmus+ Foreign Language Exam Waiver Form If the candidate fails to declare their eligibility and does not participate in any stage of the exam, they will be charged the exam administration costs in accordance with the Regulation on Procedures and Principles Regarding the Collection of Public Losses, published in the Official Gazette dated 19/10/2006 and numbered 26324. ₺750.00 The fee will be assessed and sanctions will be applied in accordance with the relevant legislation. In this case, legal proceedings will be initiated to collect the fee from the applicant.
The 2025 Contribution Agreement between Turkey and the European Commission has not yet been signed. Therefore, your application for Erasmus+ student mobility, whether you are selected for a mobility program with or without funding, does not constitute a vested right. Whether you will receive funding, and the amount of your funding, will be finalized once the agreement with the European Commission is signed and the subsequent funding allocation process for your university is completed. Your university or the Turkish National Agency cannot be held responsible for any financial or non-financial losses that may arise from delays or disruptions in these agreement processes.

The invitation letter uploaded to the system must contain the information specified in the sample invitation letter. Invitation letters that do not comply with the standard (institution letterhead, student's personal and educational information, name, address, telephone number, website address, and email address of the inviting institution, name and position of the authorized person, whether they have signing authority, personal and contact information, wet signature, stamp and seal or verifiable electronic signature, detailed information about the activity, and other information specified in the sample invitation letter) will be considered invalid, and no prioritization points will be awarded.
- The GPA shown in the transcript documents uploaded to the system must match the declared GPA. Candidates are responsible for outdated transcripts, transcripts that contradict the terms stated in the announcement, and any discrepancies in GPA. If updating the YÖKSİS data is necessary, the candidate should contact the relevant department. Since the GPA data transferred from YÖKSİS to TURNAPortal is used as the basis, the uploaded transcript documents must be consistent with this data. If the YÖKSİS data is not up-to-date in TURNAPortal, it can be updated through the profile page. Documents that contradict this requirement will not be accepted.
- The foreign language score shown on the documents uploaded to the system must match the declared foreign language score. The applicant is responsible for any outdated documents, documents that contradict the terms stated in the announcement, or discrepancies in the score data. Documents that do not meet these requirements will not be accepted.
For Master's and Doctoral students who do not yet have a weighted grade point average, their previous degree grade point average will be automatically added by the system. Students in this situation must upload their previous degree transcript to the Transcript section (the transcript must state that the applicant has graduated and their graduation grade point average). The requirements for the transcript file are specified in the application documents section.

Preparatory students cannot apply because they do not have a Cumulative Grade Point Average (GPA).
Candidates who do not have a valid foreign language proficiency score and wish to take the Erasmus+ Foreign Language Exam administered by our University must select the "I want to take the University Foreign Language Exam" option during the application process and specify which foreign language they will be tested in. Only one language can be tested. Candidates who do not select the relevant option will not be able to take the Erasmus+ Foreign Language Exam.
If the contracted higher education institution refuses to accept or nominate a student at any stage for any reason, the candidate cannot claim any rights, and our Coordination Office cannot be held responsible for this situation. If the relevant commissions and boards determine that the situation is not due to the student, no point reduction will be applied in the next application.
Foreign students who receive the Türkiye Scholarships (YTB Scholarship) from the Presidency of Turks Abroad and Related Communities should apply during the application process. When applying for two mobility types simultaneously, the system will ask you which application you want to prioritize. At this stage, the application you prioritize will not have its score reduced; however, 10 points will be deducted from the other application's total score according to the evaluation criteria. If the prioritization system malfunctions or works incorrectly, the first application will be considered prioritized, and 10 points will be deducted from the other application. If a student who has previously benefited from mobility applies for both study and traineeship activities at the same time, 20 points will be deducted from the previously participated mobility type and 10 points from the second mobility type. The announcement text specifies which educational level is eligible to apply for each mobility type. Applications from candidates who do not pay attention to this will be considered invalid.
In Erasmus+ applications, the foreign language proficiency test result uploaded to the TURNAPortal system by the participant within the application period, or the result of the Erasmus+ Foreign Language Exam taken by the International Relations Office, must comply with the language requirements specified in the Erasmus+ Inter-institutional Agreements signed between Sivas Cumhuriyet University and the institution where the mobility will take place for Student Learning and Staff Teaching Mobility, and the official language(s) of the relevant country. For Student Traineeship and Staff Training Mobility, the language declared during the application process must be one of the official languages of the country where the mobility will take place. If the language declared during the application process for Student Traineeship and Staff Training Mobility is not one of the official languages of the country where the mobility will take place, the participant cannot undertake the mobility to that country. In this case, the application for Student Learning and Staff Teaching Mobility will be considered invalid, and the invitation/acceptance letter submitted by the candidate for Student Traineeship and Staff Training Mobility must comply with the conditions mentioned above.

In accordance with the letter dated 22.02.2022 and numbered 12994 from the Presidency of the Council of Higher Education and the letter dated 06.10.2023 and numbered 81749 from the Presidency of the European Union Education and Youth Programs Center of the Ministry of Foreign Affairs of the Republic of Turkey (Turkish National Agency), it has been stipulated that the processes related to Erasmus+ Higher Education Student and Staff Mobility must be carried out through TURNAPortal (https://turnaportal.ua.gov.tr/). Therefore, it is mandatory to upload all documents requested before, during, and after the mobility (declaration of participation, waiver letter, acceptance letter/invitation letter, identity card, passport, learning agreement, certificate of participation, etc.) to the Portal.
Green travel support must be requested during the application process, and the relevant boxes must be checked. If these supports are not requested and the relevant documents are not uploaded during the application process, applications for these supports cannot be made later, or will not be accepted even if submitted.

Students who are selected to participate in mobility programs after their application are required to attend the following meetings:
